4. Chairman's Annual Report The chairman reflected on the year past, and the many positive things that members of the TAR had been involved with. His main points were: we have achieved a great deal despite some problems and that we are a roundtable for volunteer campaigners. we have become ever more aware that the Countryside Agency who fund us,quite properly, require more from us in return for that funding, and this has required a substantial level of involvement. there are a great many affiliated groups doing excellent work on a wide range of topics. we need to simplify our structures so as to optimise our output and effectiveness.
5. Report and Accounts Graham Collett presented the Financial Report which showed a bank balance of £3733. Funding for 2002/3 had not been finalised. There was a short discussion on the financial state and prospects for the future. CA funding is unlikely to be renewed after March 2003 and T2000 was reported to be seeking alternatives. Graham asked that in future all claims for expenses and other financial papers should be sent to him, and he issued a pro-forma on which expense claims should be made. 6. Co-ordinator's Report Steve Broadbent reported on the administration side of YHTAR. Four newsletters had been produced, which had been widely praised, and Steve thanked those who had expressed such appreciation. Steve had attended two of the four quarterly regional TAR meetings in London but had not found them of benefit either to him or the group. Pam Ashton has attended the third, while Anthony Rae attended three. Steve apologised to the meeting for not being willing to attend future regional TAR meetings, and also for being unable to complete, as is his task, the YHTAR quarterly report to T2000, due to him not having the software specifically required for this task. During the year, Steve had developed and maintained the YHTAR website and the database, and had fed a great deal of information over the e-mail network; he had also established the bank account and issued invoices and paid in cheques received, etc. However, Graham Collett wanted to take over control of the bank account, and, this being agreed, Steve arranged to hand over the cheque book, etc. They agreed to finalise the accounts together. Two meetings had been arranged and held with the Countryside Agency, as per our work agreement. Contact had been established with the Yorkshire and the Humber Regional Development Agency.
7. Report from Anthony Rae Anthony made a short report in which he highlighted what he saw as an excellent year for YHTAR. He personally had been heavily involved with the public enquiry into Finningley airport and was about to be embroiled in the Government's forthcoming aviation White Paper. He also briefly reviewed the MMS and roads studies in our region. Jim Burton mentioned the A66 safety study, in which he had been involved. There was a short discussion on aviation, the problems its expansion will cause, especially in pollution. Other activities mentioned were our work in regard to the West Yorkshire Local Transport Plan; Steve Broadbent's involvement with rail franchises and especially the T2000 organised Trans Pennine Express Forum; Ray Wilkes' work on bus standards and safety; and the development of bus services in the Yorkshire Dales National Park (Paul Chattwood).
8. Election of Officers Colin Speakman first outlined his thoughts on a new structure, with people taking specific roles as "section heads" with a remit to form teams and address set issues. The teams could call their own meetings, etc., but would need to work closely with other groups to pursue the regional agenda. This was accepted enthusiastically by the meeting, and the roles, names, and addresses of these lead officers are given below. The committee structure thus having changed, the following were elected to serve as Officers of the Round Table for the coming year: Chairperson: Pam Ashton Vice Chairman: Colin Speakman Other executive: Graham Collett (Hon. Treasurer); Steve Broadbent (Co-ordinator). Pam Ashton then duly took the chair. Pam indicated that she would take over all liaison work with Denise Carlo at T2000, replacing Steve Broadbent in this task. Steve regretted that his working relationship with Denise was seen as being unsatisfactory by Pam, and commented that his relinquishing this role and that of "cheque book holder" were not at his request: he was quite happy to continue them but was acceding to the requests of others. He offered to work as co-ordinator at a reduced fee for the coming year in view of his greatly reduced role, but this suggestion was declined by the meeting.
9. Subscriptions for 2002/3 After some discussion, it was agreed to fix our subscriptions for 2002/3 at zero pounds, in view of the fact that relatively few people paid for the 2001/2 year and that paying the subscription gave no benefit to those members compared with members who did not pay.
10. Next Annual General Meeting Those present agreed there was no reason to hold a General Meeting before the next AGM and as a result no date was set. It was agreed that a meeting (possibly a virtual meeting) of the "Leads" would take place and if any issues arose as a result a full meeting would be called. The next Annual General Meeting of the YHTAR was set for Saturday 26 April 2003, venue to be determined. It was noted that the next meeting with the Countryside Agency in Leeds was set for 4pm on 10 September 2002. There being no other business, the meeting concluded with a vote of thanks to Colin Speakman for his work as chairman, at just before 4pm. SRB 19 April 2002
